This book is concerned with the government of “illegal” immigration since the passage of the U.S. Immigration Act of 1965, exploring how certain mentalities and intellectual machineries have rendered illegal immigrants as targets of government. Examines how various authorities have created knowledge about and constructed “illegal” immigration as an ethical problem. Analyzes the tactics that have been deployed to govern immigration, particularly at the US-Mexico border. Using an ethnographic approach, draws on primary source materials – including government publications, archival documents, newspapers, and popular magazines. Studies measures (e.g. Operation Gatekeeper and Operation Hold-the-Line) for reforming the conduct of “illegal” immigrants in order to forestall illicit border crossings. Frames the study of immigration within Foucauldian theories of governmentality. Highlights the role of numbers and statistics in constructing the “illegal” immigrant.

It is possible to overcome barriers to minority success in Canada. The stance of this book is that new immigrants, refugees and international students do not have to settle for underachievement despite the cultural and structural disadvantages they face in Canada. The fact is, the unequal social structure of Canada has some cracks, and many minorities have used strategic resources to open up these cracks and achieved tremendous upward social mobility in Canadian society from the margins. These documented minority successes in Canada in the face of systemic marginal-ization provide lessons and hope for new immigrants, refugees and international students. The economic, political, social and cultural problems that minorities encounter in Canadian institutions, organizations, communities and from individuals over-whelm and break many of them. However, some minorities break records in the face of the frustrations they encounter. What accounts for the success of the latter group of immigrants, refugees and international students in Canada? Individual efforts and personal ambitions are not enough to explain these success stories. This book highlights strategies and support systems that facilitate minority strategic con-nections with Canadian mainstream institutions, organizations and individuals to win from the margins of society. Although the book does not get into the theories of inequality, equity and diversity, it does acknowledge the structural and cultural barriers to minority success in Canada. That is, it does not blame individual minorities for not making it in Canada. Rather, it points to strategic resources that new immigrants, refugees and international students can use to help them overcome some of the barriers to success in Canada. About the Authors: Dr. Adu-Febiri is currently Sociology Professor in the Department of Social Sciences at Camosun College, British Columbia, Canada. Francis is also an Associate Member of the Faculty of Graduate Studies at the University of Victoria. He has presented and published extensively on tourism, human factor development, globalization, diversity, racialization, and ethnicity. He is the author of First Nations Students Talk Back: Voices of a Learning People. Dr. Adu-Febiri is the founder and president of Workplace Diversity Consulting Services (WDCS), and serves as the Chair of the Ethnocultural Advisory Committee of the Ministry of Children and Family Development, Victoria, British Columbia. He has been the president of the Canadian Chapter of the International Institute for Human Factor Development (IIHFD) since 2000. Everett Ofori is the author of Prepare for Greatness: How to Make Your Success Inevitable and The Changing Japanese Woman: From Yamatonadeshiko to Yamatonadegucci. In addition to four years of volunteer service as an English teacher with the Intercultural Association of Greater Victoria (British Columbia), Everett has coached hundreds of university and high school students both in Canada and Asia on how to hone their oral and written communication skills. He holds a Master’s in Business Administration (MBA) degree from Heriot-Watt University (Scotland) and is currently working through his Doctorate program.

Bureaucrats are important symbols of the governments that employ them. Contrary to popular stereotypes, they determine much about the way policy is ultimately enacted and experienced by citizens. While we know a great deal about bureaucrats and their actions, we know little about their development. Are particular types of people drawn to government work, or are government workers forged by the agencies they work in? Put simply, are bureaucrats born, or are they made? In Becoming Bureaucrats , Zachary W. Oberfield traces the paths of two sets of public servants—police officers and welfare caseworkers—from their first day on the job through the end of their second year. Examining original data derived from surveys and in-depth interviews, along with ethnographic observations from the author's year of training and work as a welfare caseworker, Becoming Bureaucrats charts how public-sector entrants develop their bureaucratic identities, motivations, and attitudes. Ranging from individual stories to population-wide statistical analysis, Oberfield's study complicates the long-standing cliché that bureaucracies churn out bureaucrats with mechanical efficiency. He demonstrates that entrants' bureaucratic personalities evolved but remained strongly tied to the views, identities, and motives that they articulated at the outset of their service. As such, he argues that who bureaucrats become and, as a result, how bureaucracies function, depends strongly on patterns of self-selection and recruitment. Becoming Bureaucrats not only enriches our theoretical understanding of bureaucratic behavior but also provides practical advice to elected officials and public managers on building responsive, accountable workforces.

Prior to World War II, international adoption was virtually unknown, but in the twenty-first century, it has become a common practice, touching almost every American. How did the adoption of foreign children by U.S. families become an essential part of American culture in such a short period of time? Rachel Rains Winslow investigates this question, following the trail from Europe to South Korea and then to Vietnam. Drawing on a wide range of political and cultural sources, The Best Possible Immigrants shows how a combination of domestic trends, foreign policies, and international instabilities created an environment in which adoption flourished. Winslow contends that international adoption succeeded as a long-term solution to child welfare not because it was in the interest of one group but because it was in the interest of many. Focusing on the three decades after World War II, she argues that the system came about through the work of governments, social welfare professionals, volunteers, national and local media, adoptive parents, and prospective adoptive parents. In her chronicle, Winslow not only reveals the diversity of interests at play but also shows the underlying character of the U.S. social welfare state and international humanitarianism. In so doing, she sheds light on the shifting ideologies of family in the postwar era, underscoring the important cultural work at the center of policy efforts and state projects. The Best Possible Immigrants is a fascinating story about the role private citizens and organizations played in adoption history as well as their impact on state-formation, lawmaking, and U.S. foreign policy.
